The Torrington City Council approved a proclamation recognizing October 2025 as National Disability Employment Awareness Month.
Mayor Herb Dobie read the proclamation naming the city’s recognition of the observance and invited local representatives from vocational rehabilitation—Kate Hutchins (Central Office Coordinator, Division of Vocational Rehabilitation) and Erin Romig—to join. Kate Hutchins provided Wyoming statistics: she said that for every dollar spent on vocational-rehabilitation services per participant the state sees a $13 return in taxable income; in fiscal year 2025 the program served 4,076 people and helped 437 individuals achieve successful competitive integrated employment with an average hourly wage of $15.92.
Councilman Victorin moved to approve the mayor signing the proclamation; Councilman Warren seconded. The council approved the mayor’s signature by voice vote. Afterward the mayor signed the proclamation and posed for photographs with the local representatives.
The proclamation urges employers, schools and community organizations to observe the month and reiterates the city’s pledge to recruit and advance employees with disabilities.
