Council adopts final assessment roll for school-district utility improvements

The Lake Elmo City Council on Oct. 21 adopted the final assessment roll for the Stillwater Area School District utility improvements, a project that added sanitary sewer and water service to new and existing school facilities.
City Engineer Nate Stanley told the council the project upsized a force main, ran a gravity sanitary line into an existing lift station and extended a water main to serve Oakland Middle School. The school district submitted a waiver of appeal for assessments prior to construction, Stanley said.
Stanley reported final assessment results came in below preliminary estimates: the elementary school’s sanitary assessment was estimated near $800,000 and came in at just over $650,000; the middle school sanitary estimate of about $784,000 came in at $644,000; and the water main extension estimate for Oakland (preliminary $168,000) came in at $154,000. A single residential property along 10th Street also received modest sewer and water assessments.
The council opened and, with no public testimony present, closed the hearing and approved the resolution adopting the final assessment roll by voice vote. Council members praised the coordination between city staff and the school district to deliver a fast‑track project serving roughly 2,000 students across the two buildings.
