A Leavenworth County resident told the Board of County Commissioners that work associated with a nearby solar project covered the entrance to his driveway with a brown material the resident described as AB‑3, which he said turns to mud when wet.
Gary Blackmer of 20643 Tynanoxie Drive told commissioners that the material had overlaid the clean half‑inch rock he had at his driveway entrance and that he had asked the responsible contractor to restore 43 square yards of gravel (which he and an engineer estimated would require about 14 tons of clean rock). Blackmer said Road and Bridge Commissioner Dove had inspected and photographed the site and had warned the area was dangerous.
Blackmer said the state contractor performed an inspection and reported no further action, and that Bill (county staff) told him any further work would be up to the county. He asked the county to revisit the site and restore the original gravel and edge to prevent vehicles from driving into an adjacent low area that now holds water.
Commissioners asked clarifying questions about the type of rock previously used and whether clean stone could be overlaid to address the problem; Blackmer said he had hauled rock for many years and that the material placed was not the same as his previous clean half‑inch rock.
