Florence to donate decommissioned police cruiser to Breathitt County High School program, 6-0

The Florence City Council adopted Municipal Order MO13-2025 to declare one decommissioned Ford interceptor police vehicle surplus and approve its donation to the Breathitt County High School criminal justice program. The council voted unanimously, 6-0.

Chief Mallory told the council the police department budgets annually for new cruisers and that older vehicles are used for spares, assigned to other departments or auctioned. He said the department was contacted by Kenneth Spicer, a Breathitt County High School criminal justice instructor and retired police chief, asking whether a surplus cruiser could be donated to support student training. Chief Mallory described the vehicle being donated as “cruiser 2706,” a 2017 Ford interceptor that has been stripped and had Florence decals removed; it had been slated for auction.

Chief Mallory said the decommissioned cruiser would allow students to practice traffic stops, patrol simulations and vehicle searches as part of the school’s criminal justice curriculum. Council members expressed support; the roll call recorded Miss Wingo yes, Miss Chambers yes, Mister Wynne yes, Miss Whelan yes, Mister Schneider yes and Miss Cable yes, and the mayor announced the motion passed 6-0.

The chief noted the city has donated surplus cruisers previously and recommended approval of the transfer agreement. The municipal order authorizes execution of a transfer agreement and the physical transfer of the vehicle to Breathitt County High School.
