Commission honors outgoing Parks Director Doug Holloway; approves consent items and minutes

Holloway thanked staff and council and said his “best legacy” is leaving the department in the hands of Sarah, who he said he has mentored for 10 years and who will step into the role.
The commission approved consent agenda items A and B — a memorial policy and a Boise River System permit for Katherine Albertson Park — after a motion on the floor and a second; the chair called for and recorded ayes and no opposition. The commission also approved minutes from the July 17, 2025 meeting after a motion, second and voice vote. The meeting concluded with a motion to adjourn that commissioners approved.
Two new commissioners were introduced at the start of the meeting: Alicia Casarino, participating by remote connection, and Emily Sherry, attending in person. Casarino said she appreciated a recent tour of the new meerkat exhibit and called the forthcoming education building “beautiful.”
Speakers at the meeting repeatedly praised Holloway’s leadership, fundraising and relationship-building across city departments and community partners. Council Member Willets and multiple commissioners noted the department’s strong staffing, program partnerships with Boise School District, and recent voter-supported levies that helped keep pace with growth, remarks that attendees said contributed to the department’s operational stability.
Formal motions recorded in the meeting were routine and pertained to meeting management and consent items; there were no new ordinances, budget adoptions or appointments recorded in the public meeting record.
