Council adopts final assessment roll for school district utility work; district waived appeal

The Lake Elmo City Council on Oct. 21 adopted the final assessment roll for the utility improvements that serve the new Lake Elmo Elementary School and Oakland Middle School, a project that upgraded force mains and installed sewer and water service to the schools.
City staff described the project as a fast-track coordination effort with the school district. The work included a gravity sanitary sewer line connecting to an existing lift station, a new force main routed to the city system, and an upsized force main to accommodate flows from both schools. The elementary school’s preliminary sewer assessment estimate was nearly $800,000 but the final assessment came in at just over $650,000. Oakland Middle School’s sanitary sewer assessment estimate previously shown at about $784,000 came in at $644,000. The district submitted a waiver of assessments before the work was done and therefore cannot contest its assessments, staff said.
The council opened and closed a public hearing on the item during the meeting and then approved the resolution adopting the final assessment roll. Council members praised staff and the school district for completing the work rapidly to support roughly 2,000 students and associated school staff.
Council direction: none additional. The item passed by voice vote and staff said the district and city coordinated closely to reduce costs below earlier estimates.
