Angelica Fraustalupo, the city’s Community Development Director, told the council the ordinance updates local building and construction rules to reflect the 2025 Title 24 changes and to emphasize energy efficiency, electrification and wildfire-hardening measures. "Staff recommends that the City Council conduct the public hearing and introduce and subsequently adopt ordinance amending Title 8," Fraustalupo said during the staff presentation.
The ordinance carries a state-mandated timetable: the 2025 Title 24 updates take effect Jan. 1, 2026, and staff noted they are removing a duplicative Section 11 that had been adopted previously alongside…
