County moves ambulance RFP forward; Paso Robles updates on road repairs, downtown parking and train-station improvements

City Manager Chris Huot and staff briefed the council on several operational items at the Oct. 21 meeting, including a county vote to advance an ambulance procurement process, road-repair work funded by Measure I, downtown parking-lot upgrades and progress at the train station gateway.

Huot said the San Luis Obispo County Board of Supervisors voted 3–2 to move an ambulance-service request for proposals (RFP) process to the state for review; if the state review proceeds, the county would issue an RFP, with staff estimating that a county RFP is unlikely before well into 2026. The council had earlier authorized staff to participate in a future county RFP process.

On local capital projects, Huot reported that Measure I-funded road repairs in the Crestline/Fairview neighborhood have begun; pavement operations are planned to start in November and the project is expected to complete in January 2026. The city also has the railroad parking lot improvements under construction and will start work soon on the Marv's lot; the projects include new pavement, drainage and safety upgrades. Staff said temporary alternative parking is available at the Spring Street lot and the train station while construction occurs.

Huot said staff recently installed new wayfinding signs at the train station and that the city is planning a new public restroom at the station; the restroom was closed previously and staff are developing concepts to reopen a facility in the near future.
