City staff presented the 2025 end-of-season report for Recreation and Library Services at the Oct. 21 Paso Robles City Council meeting, reporting substantial summer participation across aquatics, concerts and library outreach programs and noting that recent staffing hires will help sustain expanded services.
Linda Flesha, Recreation Services manager, told the council Recreation Services ran a robust aquatics season: staff delivered 161 private lessons, 883 group lessons and recorded 7,708 lesson attendances, plus more than 3,000 public-swim visits. The department reported $50,430 in aquatics registrations processed in one day and extended swim programs into September. Recreation hosted nine Thursday concerts with approximately 21,000 attendees and raised $9,725 for recreation scholarships; community sponsors contributed about $39,525 for the free concert series.
Flesha described other highlights including a reopening ribbon-cutting at Royal Oak Park, volunteer garden workshops at Uptown Family Park, two overnight softball tournaments and active teen-center programming that averaged more than 65 participants each afternoon.
Angelica filled in for City Librarian Melissa Bailey and presented library activities. She said the library operated through a period of six staff vacancies this summer and relied on partners — the library foundation, Friends of the Library, California State Library and Paso Robles Joint Unified School District — to deliver the summer reading program, meals, bookmobile visits and other events. A new bookmobile, the "Biblio Bus," made 22 stops over nine weeks and circulated 187 items during the outreach campaign.
The library reported 37 meal service events across five locations, providing roughly 1,745 meals to youth under the Lunch at the Library grant; staff also distributed 300 grant-funded pool passes and sponsored pool launch/finale parties that brought 941 swimmers to pool events. Library and recreation staff said the summer launch and finale parties each drew more than 200 participants and that overall the two departments partnered to connect over 8,000 community members with meals, activities and programming.
Staff noted that the library has recently filled six vacant positions and said that full staffing will support expanded year-round programming. Questions from council focused on how programs are evolving and how recent strategic plans guide future staffing and program choices. Flesha and Angelica said both departments are guided by strategic plans and community feedback and plan to continue core programming while remaining flexible to community needs.
