County staff present draft grant-program guideline manual; commissioners to review before formal adoption

Valley County staff presented a draft Grant Program Guideline Manual to commissioners Oct. 22, describing the document as a living set of best-practice procedures for identifying, applying for, accepting and managing grant funds.
Project staff (Ken Schlegel and county grant program leads) said the manual is intentionally a guideline rather than a binding policy so it can remain flexible for one-off opportunities and evolving grant rules. Staff said the manual draws on Idaho counties’ best-practice recommendations and that legal counsel reviewed the draft with suggested edits. The document is intended to provide consistent processes for department directors, project managers and future county employees when pursuing grant opportunities.
Commissioners thanked staff for the work and said they had not had time to do a line-by-line review; staff said there is no urgency and recommended commissioners take time to review the manual before a formal resolution to adopt the guidelines. A draft resolution to adopt the manual was circulated to the board; staff said they expect to return with a finalized resolution in roughly 30 days but can proceed sooner if commissioners review the materials and provide comments.
Commissioners and staff discussed the document’s role as an instructional tool and training reference, and emphasized that it would help the county identify longer-term projects and align grant-seeking with an 18–36 month project timeline. Staff said they will solicit additional input from directors and department heads before bringing the resolution forward for formal adoption.
No formal action was taken on the manual at the Oct. 22 meeting; staff requested time to incorporate commissioner edits and to circulate the final resolution for adoption at a near-future meeting.
