Building committee approves Consigli amendment to award foundation waterproofing to Beacon Waterproofing

The Revere City School Building Committee voted to approve Consigli contract amendment No. 6, awarding the first trade bid for foundation waterproofing to Beacon Waterproofing. The low bid for the prequalified bidders was $658,007; after bonds, fees and other below‑the‑line costs the contract amendment amount is $704,858.

The committee heard from project staff that the foundation waterproofing bid came in roughly $106,955 under the construction estimate for the same scope. Project staff said awarding the foundation waterproofing now keeps the project on schedule by securing a firm to complete underground waterproofing work needed before above‑grade trades are brought on site.

Project staff also reminded the committee that the municipal bidding rules require work to be divided into specified trade categories and that this award constitutes the first of those trade awards for the package. The project team said the full scope above the foundation will be bid later and that additional waterproofing work will be rebid for above‑grade packages.

Committee members pressed for clarity on how the recent bid results affect the overall budget. Staff explained the project is currently tracking about $10.8 million below earlier construction estimates; MSBA guidance requires final treatment of any bid savings after all trade bidding is complete and during GMP contract closeout. As staff put it, bid savings will migrate into the owner's contingency only after the full bidding phase is complete and the GMP is established.

The amendment was moved and seconded during the meeting and approved by roll call. The committee did not record any no votes during the roll call for this item.

The committee also deferred a separate Left Field amendment (item 5 on the agenda) to a future meeting to allow more time to finalize scope and team review.
