The Saratoga Springs City Council approved awarding the bid and contract for a new city entry monument at the southwest corner of Riverside Drive and Crossroads Boulevard at Still Ridge Plaza to the JLR Blue team, subject to a not‑to‑exceed amount that includes the city and Still Ridge development contributions.

City staff said two proposals were received after an RFP and that a selection committee — which included two council members — recommended JLR Blue. The contract includes a provision limiting total project cost to a not‑to‑exceed $310,000, combining the city’s portion with the contribution from the Still Ridge development.

Council members asked whether bidders knew the city budget prior to bidding; staff confirmed the RFP indicated the not‑to‑exceed budget requirement and that price was only one of the evaluation criteria. Staff and council discussed how some projects can exceed initial budgets and cautioned that at the $310,000 level the city may not receive every desired feature in a high‑end monument.

JLR Blue has requested to return to the council’s Nov. 18 meeting with proposed conceptual plans for council direction.

A motion to approve the bid award and contract (city‑initiated Resolution R25-54) passed unanimously.
