City staff recommended and the council approved three pavement-preservation contracts (slurry seal, crack seal and mastic seal) after competitive bids came in below engineer estimates. Contracts were awarded to Morgan Pavement, Asphalt Preservation and CMB Asphalt.
City pavement staff presented three separate pavement-preservation contracts on May 15: a type-2 and type-3 slurry-seal project, a crack-seal project and a high-density (mastic) preservation treatment for newer pavement.
Staff said four bids for the slurry-seal project produced Morgan Pavement (doing business as Morgan Industries) as the low responsible bidder at roughly $560,759.60 compared with an engineer’s estimate of about $661,000. For the crack-seal project staff reported asphalt preservation submitted the low responsive bid at $118,450 (engineer estimate about $152,953). For the high-density roadway (mastic) treatment two bids were received and CMB Asphalt submitted the low responsive bid at $97,400.56 (engineer estimate about $128,757).
Why this matters: Pavement-preservation treatments extend the service life of city streets at lower cost than full reconstruction; staff said this year’s prices are among the lowest they have seen since 2022. The work covers multiple neighborhoods and arterial segments identified in the city’s preservation program.
Action: The council adopted three resolutions on consent to award the contracts (Resolutions 25-33, 25-34 and 25-35) and authorized the city manager to execute agreements with the contractors. Staff said the projects will be scheduled and neighborhoods notified prior to work.
Ending: Staff said the treatments will be phased and that the city will continue to review pavement-condition data and statewide technical assistance reports to optimize preservation timing and methods.
