Planning commissioners approve four-lot preliminary site plan at Palm Links Estates

The planning commission recommended approval of a preliminary site plan (PDR 24-10-P) to create four single-family detached dwelling lots on approximately 4.28 acres at Palm Links Estates (commonly 7585 Links Court). Staff and the applicant said the lots meet or exceed PDR standards and the proposed density is well below the maximum for the area.
Applicant agent Rich Schaupacher said the project includes an exchange of land with the homeowners association to help pay for golf-course renovations and that the four lots are —very nice sized— lots adjacent to the course. Planner CJ Mills (staff) noted the site is already zoned PDR and the future land use is Res 9; staff—s review found the request consistent with the comprehensive plan and land development code, though existing sidewalks and bicycle lanes do not exist on the immediate adjacent side of Links Court.
Commissioners asked about drainage; the applicant said an existing drainage ditch at the rear of the proposed lots would be realigned eastward and that the realigned ditch would be similar in size and would reduce an existing nuisance near an adjacent house. Staff and the applicant said the four new lots will join the Links HOA and that project conditions include the usual setbacks and open-space requirements.
A motion to approve the preliminary site plan was made by Commissioner Prosser, seconded by Commissioner Eslinger, and passed 6-0. Staff will record conditions and follow normal permitting and construction review procedures for the project.
