The South Lebanon City Council on May 15 approved Emergency Ordinance 2025-17 authorizing the mayor and finance director to execute change order number 1 with Fillmore Construction LLC for completion of the Morrow Road construction Phase 1 project.
City staff explained the change order covers various items needed to finish the Morrow Road work. Staff showed a map indicating the orange section as the original reconstruction area; because of favorable bids they were able to resurface (rather than fully reconstruct) a portion of the corridor and extend paving to Shawahan Road while keeping Mary Lane open during construction. The resurfacing adjustment was described as delivering “more bang for our buck.”
Public-works leadership said the city will camera sewer and water lines before paving on Morrow and other streets to avoid tearing up fresh pavement if subsurface failures exist; that pre-paving inspection adds cost and could reduce the number of street projects planned for next year unless grant funding offsets the added expense. Council waived the two-reading rule and approved the ordinance by roll-call vote.
The resolution/ordinance also authorizes appropriate contract adjustments with Fillmore Construction LLC to cover the additional items needed to complete Phase 1.
