Housing Advisory Board creates homelessness subcommittee, approves letter to council

The Boulder Housing Advisory Board on May 14 formed a subcommittee to concentrate on housing solutions to homelessness and voted unanimously to send a memo and proposed language to city council describing the board’s recent work and readiness to assist with council action items.

Board members Chip and Karen will co‑chair the new subcommittee, which the board described as a working group to research options and help translate consultant recommendations for actionable council steps. The board approved a motion to submit the memo and proposed language to council; the motion passed unanimously.

Why it matters: City council has commissioned a consultant (Clutch) to study homelessness and potential housing responses; the HAB subcommittee is intended as a civic resource to analyze the consultant’s recommendations, conduct follow‑up research and return proposed, board‑vetted next steps for council consideration.

The board outlined a narrow scope for the subcommittee: focus on housing solutions (the packet lists temporary, transitional and permanent supportive housing as sample categories), funding options, front‑range coordination with neighboring jurisdictions and pilot strategies such as converting vacant commercial space, SROs or dorm‑style transitional units. The board emphasized it would prioritize issues based on council direction from the Clutch report if council issues action requests; otherwise the subcommittee will propose a prioritized short list of research topics for board approval.

Chip, a board member and subcommittee co‑chair, described the procedural approach for turning consultant output into policy recommendations: “we don't make any recommendations on housing unless we vote on it, and there's 4 people who say yes.” He said the subcommittee will do focused homework and return proposals to the full board for deliberation and a formal vote before any recommendation goes to council.

The board also agreed to request or review the Clutch consultant report when it is released to council, and members discussed the option of inviting the consultant to a HAB meeting to present draft findings or to hold a preliminary briefing with subcommittee members. City staff indicated council will receive the consultant report this summer and HAB members said they will review the report and coordinate next steps with council and the city manager’s office.

At the meeting the board approved the memo and directed staff to transmit the approved language to council; the vote on the motion to submit the memo was unanimous (Aye). The board noted the subcommittee will return with a work plan and recommended next steps to the full HAB for approval before forwarding any formal recommendations to council.

Taper: The board asked the new subcommittee to coordinate with staff and the city manager’s office, to monitor the consultant schedule and to return to HAB with proposed priorities and a timeline for work. HAB members said they expect the subcommittee to speed up the board’s ability to respond to council requests.
