Staffing, grant delays and payment tech among operations updates at Guthrie parks meeting

At the May 15 meeting the Parks and Urban Forestry Board received operational updates covering staffing levels, grant review delays and a pilot to add QR-code payments at city lakes.
Staff reported the parks department is entering peak mowing season with limited staffing. The department has two full-time positions and one part-time position currently active in parks, two seasonal workers beginning to move into fuller schedules, and five positions frozen this year while the city restructured pay scales to improve recruitment. Staff said public works across departments has roughly 11 unfilled positions.
Board members discussed the value of commercial driver’s licenses (CDLs) for crews and noted that having certified drivers helps operations that require large vehicles.
On capital projects, staff said the city has a trails grant with the Oklahoma Tourism and Recreation Department that is awaiting additional review and a Teams meeting; the project has been held up pending a response from the Osage Nation for cultural review. Staff described a broader pattern: projects awarded several years ago have risen in estimated cost. One example discussed was an earlier project whose matched budget rose from an original $2,000,000 design to an estimated near $5,000,000, which would increase the city’s matching obligation.
Staff also said the city is exploring a QR-code payment system for lake use that would interface with the city clerk’s systems; a vendor is reviewing integration details and staff expect more information soon.
Board members asked staff to continue pursuing grant communications, report back on recruitment progress, and update the board on the lakes payment pilot.
