Staff explained the difference between a conceptual site plan and a final site plan and told the commission that the conceptual application meets technical site‑plan ordinance requirements even though the city’s proposed general plan update envisions a different future land use for the broader area. A staff member explained that “The general plan shall be considered only as an advisory guide for growth and development of the land except as specifically provided otherwise in this title,” and that staff’s recommendation was written to reflect the distinction between the general plan’s guidance and the zoning code’s regulatory requirements.
