Staff said the application meets the code review criteria and the goals of the general plan cited in the staff report. K. Luis, a staff member, told commissioners that utilities are available and that “staff estimates that the only additional utilities adjustments will need to be for the stubs,” and recommended the commission suggest approval to the City Council.
The applicant’s representative, Scott Moss, described the request as partly personal: “This is a house built by my grandpa 70 years ago. I’d love to have the opportunity to build back there and keep it in the family,” he said. Moss also confirmed the property owner intends to subdivide into two lots and that the proposed driveway entrance would be on Main Street.
Commissioners’ discussion focused on the map designation and minimum‑acreage standards that prompted the rezoning request. Commissioners were told that the Agricultural Low zoning’s lot‑size standard would not allow the requested subdivision because of the acreage requirement; staff said Agricultural Low enabled roughly two dwelling units per acre under current code and that under the proposed residential designation the lot sizes would meet the subdivision standards.
A commissioner moved that the planning commission recommend City Council approval of the zoning map amendment for 2041 North Main Street (Parcel 07-072-0135) from Agricultural Low to Residential, with findings identified in the staff report; another commissioner seconded. The motion passed unanimously; recorded votes were taken orally and the commission recorded the motion as passing.
Next steps: the commission’s action is a recommendation to the City Council; the rezoning will return to the council for final action. Staff noted no final subdivision application had been submitted and that applicant must submit a subdivision application and any required utility stub work before building permits could be issued.
