CalPERS to survey charter-school reporting, will ask COEs and districts to confirm dependent vs. independent status

CalPERS staff said the pension system will issue a charter‑school compliance questionnaire to county offices of education and school districts to confirm whether charter schools that report employees to CalPERS are dependent or independent and to request documentation where required.
“We want to determine if the current reporting charter school is a dependent or independent charter school,” said Andy Nguyen, CalPERS staff. Nguyen said the questionnaire will seek formation documents, MOUs, pay schedules and any service agreements that affect eligibility and reporting. He said dependent charter schools must provide specified documents to remain in CalPERS reporting; independent charter schools that report under a district would need a contract with CalPERS.
Nguyen said the contracts team will reach out to COEs and districts in the coming months and that CalPERS can review petition and formation documents to make eligibility determinations. He urged COEs and districts to contact the CalPERS membership team and to share charter formation petitions and service agreements for review.
CalPERS staff offered to present walk‑through training for COEs and districts to help complete the questionnaire and said the questionnaire will be issued to both COEs and districts so stakeholders can coordinate responses.
