County, Hartford and West Bend advance lead lateral replacements; homeowners not billed for work

Washington County staff reported progress on a lead lateral replacement program covering private-side service lines and said homeowners will not bear the replacement cost under current grant arrangements.
Scott, a county staff member, said the city of Hartford has submitted a memorandum of understanding and plans to replace "roughly 9 lateral lead battles in 2025 and 14 in 2026." He added that Hartford produced a long-term replacement plan and that the county is building a dashboard to track completed and outstanding replacements.
On homeowner costs, Scott said the county set aside "roughly $5,000 per private side of the lateral kind of as an estimate," but he emphasized "what the grant agreement says is whatever the cost is, that's what we will pay." He also described reimbursable scope items that could be included, such as sidewalk replacement or restoration of landscaping and interior work required to access the meter.
Scott confirmed the village of Slinger and the city of West Bend are working under similar arrangements; he said West Bend already received reimbursement of about $157,600 for work completed earlier this year. Scott said private-property access can slow work because technicians sometimes must enter homes to complete connections.
The county is also creating an inventory tool with GIS to help towns and villages map and plan lateral replacements. Scott said three townships have used the county app to inventory culverts and laterals and that the data will help municipalities plan budget requests.
