Logansport RDC awards Lexington Village sidewalk contract and tightens small-project bidding rules

The Logansport Redevelopment Commission awarded a contract for sidewalks in the Lexington Village development, approved façade and key-building improvement grants for downtown properties, and amended its small-project solicitation rules for the downtown revolving loan/sidewalk reimbursement program.

Commissioners selected Shepherd Construction as the apparent low bidder for Lexington Village sidewalks and authorized payment from consolidated TIF resources and a small remaining balance in the Lexington Village construction account. Staff presented contractor bid summaries and recommended Shepherd as the lowest responsible bidder; the commission approved awarding the work to Shepherd in the amount presented and amended the resolution language so the commission could draw up to $21,000 from the Lexington Village TIF construction fund (the remainder to be paid from the consolidated TIF fund) to close that account at the time of billing.

Commission members discussed the procedural detail of closing the small construction fund and agreed to language that allows the commission to use the balance in the construction account on the day the contractor is billed and to take any remainder from the consolidated TIF fund. The commission indicated it will monitor the account and later present paperwork to close the construction account at the city council level.

Separately, the commission considered multiple downtown grant requests under the Logansport revolving loan/facade and key-building programs. Commissioners approved façade and exterior-improvement requests at 216 East Market (the former Dr. Lawrence building) and 220 East Market, and also approved related key-building requests for structural masonry repair and demolition work for those buildings. Commissioners conditioned the approvals on documentation of a second bid or solicitation where the program rules require multiple estimates; staff reported having multiple masonry bids and initial demolition cost estimates and agreed to collect formal second bids or written solicitations for the record.

At the meeting the commission also amended the Logansport revolving loan / sidewalk reimbursement program’s solicitation language to clarify how small reimbursements should be documented. The commission approved changing program language so that either (1) reimbursable expenses generally be supported by documentation of at least two solicitations for bids, or (2) where program maximums are small (the program’s per-application maximum is $5,000), the commission may accept one documented, qualified estimate. Commissioners and staff said the change was intended to preserve competition while acknowledging practical limits for low-dollar, routine residential or commercial repairs. The amended verbiage was adopted during the meeting, and staff said they will update the program materials and publish the revised guidance.

Commissioners approved the façade and key-building resolutions with the condition that staff collect and file required bid documentation; staff said on several items they have at least one formal bid and multiple written estimates, and they will secure formal proposals or documented solicitations before final disbursement. Votes on the sidewalk contract and program amendments carried at the meeting.

Commission staff explained that the downtown sidewalk/facade programs operate from the Logansport revolving loan fund and that the revolving fund will need replenishment after the approvals. Staff said they will seek appropriations and work with the city council as needed to refill the revolving loan bucket for future projects.
