Ross Local board adopts special education guidelines and approves superintendent's consent items

Doctor Rice reviewed a package of policy and procedural items the district must adopt to comply with Ohio operating standards for the education of children with disabilities and other state updates; the board then approved the superintendent's recommendations covering items A through H.
Rice told the board the district must adopt the Ohio Department of Education and Workforce model special-education policies and procedures and notify the Ohio Department of Education by May 30. She said local school boards must verify approval of their special education policies and procedures annually by Nov. 30 going forward. The policy packet discussed at the meeting included IGBA (program for students with disabilities), related regulations on medication administration and child-abuse reporting, and changes prompted by an Ohio Auditor of State bulletin on federal grant administration, asset thresholds and required internal controls.
Rice outlined the superintendent's recommendations: a list of 2025 candidates for graduation who will have met state and local requirements; payment-in-lieu of transportation guidance (the state allows districts to pay parents instead of routing a bus for individual students under defined circumstances); two overnight athletic trips for summer; personnel actions including hires pending background checks, summer custodial and curriculum work, stipends, and the resignations/retirements already acknowledged by the board; special education guidelines and a related resolution that resolves specific language concerns; an education-affiliation agreement to allow a trainer-in-training for the district athletic trainer; and formal approval of previously read policies.
A motion to approve superintendent recommendations A through H passed on a roll-call vote with Yes from Mister Gunther, Mister Beckman, Mister Kleinfelder, Missus Webb and Mister Young. Rice said the board had received copies of the policies in advance and had an opportunity to review them prior to the meeting.
During discussion about the policies Cassader and Rice reiterated that some items had required legal review and amendment before coming back to the board. Board members asked clarifying questions about medication-administration changes and the auditor bulletin's raised equipment capitalization threshold for federal funds, which has increased from $5,000 to $10,000 for items purchased with federal funds.
