Board approves environmental, geotechnical and inspection contracts for Beardsley/MIT/DHS relocation-modernization project

Contracts approved included hazardous-materials surveying and testing (NV5 Environmental), specialty inspection and materials testing and geotechnical observation (Nino & Moore), and inspector-of-record services (TYR Inspection Services). The board discussed that the original request-for-proposals and bidding package covered Beardsley, MIT and the high-school baseball fields as a combined project; district staff explained the budget draws and bond allocations being used across Measure E and Measure S funds to finance the overall $25 million project scope.
On NV5 environmental services, trustees moved and seconded the agreement and approved it; the vote was recorded as carrying in the meeting minutes. The Nino & Moore contract for geotechnical/materials testing was approved (vote recorded 4-1 with Board Member Reyes opposed). The TYR inspector-of-record contract also carried 4-1 with Reyes recorded as opposing. An amendment to Nino & Moore for geotechnical and testing tied to the Duarte High School new sports complex carried unanimously (5-0).
During discussion Trustee Reyes questioned inclusion of Mount Olive in the project package and sought clarity about neighborhood impacts, project budget triggers and timelines; staff explained the procurement structure (the combined RFP covers multiple sites) and described how bond draws from Measure E and Measure S (an $8 million draw from Measure E and a $10 million draw from Measure S referenced during the meeting) and prior sports-complex funds are being positioned to meet the project budget. Staff emphasized that testing and inspection services are ordered and billed "as needed" and that invoices will specify which site or scope the work covered.
