The Cookeville City Council on May 15 awarded the construction contract for phase 2 of the East Spring Street multimodal sidewalk project to Rogers Group for $913,582.65 and authorized a construction engineering inspection (CEI) agreement with HMB Professional Engineers not to exceed $123,000.
Phase 2 will construct about 2,400 feet of sidewalks on East Spring Street from Raider Drive to the western driveway of the Old Armory and includes sidewalks along Carlin Drive to Avery Trace at the Putnam County Community Center. The project was rebid after council rejected earlier bids in February; bids were opened on May 6 and Rogers Group was the single bidder.
City staff said the project is funded through a Tennessee Department of Transportation (TDOT) multimodal grant that covers 95% of construction costs, with a 5% local match. Staff reported the low bid exceeded the city’s construction budget by $21,161; TDOT has confirmed it will cover the overage if the city funds the 5% local match.
The council approved the construction contract and then approved a CEI services agreement with HMB Professional Engineers (the successor to Wiser Consultants) for a not‑to‑exceed price of $123,000. Staff recommended HMB because it is familiar with the project from work on phase 1. Council voted 4–0 to approve both contracts.
Councilman Boddie moved approval of the construction contract; Councilman Gilbert seconded. Councilman Walker moved approval of the CEI agreement; Councilman Gilbert seconded. Both motions passed on recorded 4–0 votes of members present.
