Cookeville to hire engineering services for East Tenth Street phase 3 design at up to $520,000

Cookeville City Council on April 17 authorized the city manager to execute an engineering-services contract for Phase 3 of the East Tenth Street widening project, with a fee not to exceed $520,000.
Mr. Mills, representing the city’s public-works/engineering group, told the council that Phase 3 would extend approximately 4,900 linear feet (just under a mile) from North Washington Avenue east to the terminus of Phase 2 at Fizk Road. He said the street profile used in phases 1 and 2 would be extended in Phase 3, describing ‘‘5 11-foot lanes, curb and gutter, and sidewalks on both sides of the street.’’ Design tasks described include topographic and boundary surveys, street layout and profiles, cross sections, storm drainage design, waterline plans, right-of-way exhibits and descriptions, bid documents and hydrologic analysis. Mills said design is expected to take about 18 months.
A motion to authorize the city manager to execute the contract was made by Councilman Gilbert and seconded by Vice Mayor Eldridge; the motion carried 5–0.
The authorization covers design services only; construction would require separate council action and funding. Mills noted the design firm’s representative was present for questions. The council did not set a construction schedule or appropriate construction funds at this meeting.
