Provo increases mayoral and council pay after four‑year commission review

The Provo City Council on Monday approved ordinances raising compensation for the mayor and council members after a review by an elected officials compensation commission.
Justin Harrison, the council executive director, summarized the commission’s 2025 recommendation. The commission, reconvened every four years, compared pay for similarly sized cities and recommended a mayoral salary of $160,959. Harrison said that figure includes a 2.5% cost-of-living adjustment already accounted for in the administration’s budget materials.
The commission also recommended raising councilor compensation to $28,846. Harrison noted that the commission’s comparison factored in that many comparable cities provide retirement benefits for elected officials; Provo’s elected officials do not receive that retirement contribution.
Council discussion noted that higher pay can broaden the pool of potential officeholders who cannot afford to serve without compensation. Councilors voiced support for the changes; both measures passed unanimously, 6–0, with Councilor Christiansen excused.
