Staff explained that the utilities element is high level and is intended to reflect and supplement individual utility plans for water, wastewater, stormwater and reclaimed water, each of which contains service-area maps, capital facilities plans and funding strategies. “This utilities element really is a very, very high level, goal and policy exercise to support what is already in each 1 of those, individual plans,” staff said.
