He presented a five‑year Eagle Advantage Solutions proposal with an upfront startup cost of $57,565.53 that includes the first year’s annual support; ongoing annual fees thereafter were estimated to be similar to the county’s current InterDox fee and were budgeted in the department’s funding plan.
Kirk also described reliability failures with the department’s current taser inventory and presented a five‑year Axon maintenance and replacement quote for 38 new tasers and related support; negotiations reduced the initial quote to about $184,008.12, which the sheriff proposed to pay upfront. He said the Axon package includes warranty, batteries and cartridges for the program period; the department declined to seek trade‑in credit for the old devices because replacement parts are no longer available.
Commissioners asked about training and warranties; Kirk said training costs were included and that ongoing maintenance fees would be covered from the Public Safety SPLOST allocation. The board approved both purchases on motions and recorded vocal approval.
