The Community Consolidated School District 46 Board of Education voted Wednesday to oppose any petition by Fremont School District 79 to annex vacant property into CCSD 46, saying the proposed residential development could add nearly 1,000 students and would not provide clear educational, operational or financial benefits to District 46.
Administration explained the inquiry from Fremont 79 concerned a planned large-scale residential development of approximately 3,600 housing units on land currently in Fremont’s boundaries. District staff estimated that the development could generate nearly 1,000 new students and require substantial capital and operational investment that neither Fremont nor Grayslake District 46 could readily absorb.
"The proposed annexation of Fremont School District 79 properties does not clearly demonstrate an educational, operational, or financial benefit for CCSD 46 students, families, or taxpayers," Dr. Glickman said while explaining the administration’s recommendation to oppose the annexation. The board then approved the motion to oppose the petition; recorded votes were unanimous in favor of opposition.
The motion did not identify a mover or seconder in the public record excerpt; the board’s roll call recorded affirmative votes from Miller, Nash, Braden, Mack, Wiedemann and Halverson. The administration said the recommendation to oppose the annexation is grounded on anticipated student growth, fiscal impact and distance from existing District 46 facilities.
Board members asked clarifying questions about motion wording and confirmed that opposition means the district will not accept the proposed annexation as presented. The board’s formal opposition will be part of the public record if Fremont School District 79 files a petition for boundary change.
