Amanda Williams, designer for the applicant, reported the owner was unable to attend and that the building had experienced a recent break‑in and vandalism; she uploaded photos the applicant provided but said she had not had time to do a full damage assessment. Staff reported a February site visit showing most windows were in good condition, with only a handful showing deterioration. Because the property had been vacant and some windows retained original components, staff recommended repair wherever possible and replacement only for windows with irreparable damage.
At the business meeting commissioners and staff reviewed specific windows by lettered labels used in the application: the commission supported repair or restoration of the prominent front windows (letters a, b, c, d and associated front porch windows) and supported replacement of designated side and rear windows (letters e, f, l, m, j, k and others identified in the application packet) and those clearly fire‑damaged. Commissioners asked the applicant to salvage any reusable trim pieces and sills during removal of badly damaged windows.
Staff based its recommendation on city code 3016.11 (standards for alteration) and the HRC window replacement guidance. Commissioners noted suppliers that do window restoration work remain available and encouraged the applicant to consider firms experienced in sash repair rather than defaulting to insert or pocket replacements that reduce the visible sash size. The commission approved the application with conditions that original windows in good condition be repaired in place to industry standards and that product and schedule documentation be provided for windows to be replaced.
The vote approved COA 25003309 (639 South Ohio Avenue) with the requirement that the applicant coordinate with staff on final selections and attempt to salvage historic components where feasible.
The applicant was advised to return if additional damage was uncovered during demolition or removal so the commission could review any changes to the approved scope.
