Mount Vernon accepts Freeway Drive improvements; final contract paid at about $1.98 million

The Mount Vernon City Council on May 14 accepted the completed Freeway Drive Improvements project and closed out the construction contract awarded in 2021.
Public Works Director Frank Reinhardt summarized the project history: the city awarded the construction contract to SRB Construction of Anacortes on July 14, 2021, and the work included adding sidewalks on the west side of the street, bike lanes on both sides, new stormwater conveyance tied to new curbing, enhanced corridor lighting, intersection channelization improvements and a pavement grind-and-overlay.
Reinhardt said federal Surface Transportation Block Grant funds (secured through the Skagit Council of Governments) were used for design and construction and local funds from the stormwater utility and the transportation benefit district provided required matching funds. The final adjusted contract amount paid to SRB Construction was $1,983,345, primarily due to variability in material quantities.
Council moved to accept the work as complete and the motion passed. Reinhardt said the project met applicable federal requirements and that formal acceptance initiates administrative closeout procedures with state agencies and project contractors.
