Board OKs higher retaining wall for Carefree Man Caves project citing topography

The Maricopa County Board of Adjustment unanimously approved a variance allowing a 10‑foot retaining wall and a combined 16‑foot retaining‑plus‑screen height for an RV condominium project on a five‑acre parcel along Carefree Highway in the Desert Hills area.
Andrew, planning staff, told the board the request covers only the southeast portion of the site, that the parcel lies in the Carefree Highway scenic corridor (for which the plan is silent on retaining walls), and that the taller walls are sought because of site topography and drainage constraints. He said the taller sections are limited in location.
Brad Garcia, representing the applicant Carefree Man Caves, told the board the taller exposed retaining areas would be inward‑facing toward the project and that properties to the south would still see only a standard 6‑foot screening wall: “The face of the wall would be inward looking to the property…they would only see the 6 foot of screen wall above grade,” Garcia said.
Vice Chair Person moved approval and Member Clapp seconded; the motion passed 5–0. Staff and the board noted the taller walls will require engineering and that large retaining walls are used elsewhere in Maricopa County hillside developments.
