Alan Steinbeck, leading the regulatory portion of the briefing, told commissioners the toolkit, developed in coordination with Forward Pinellas and local planning staff, focuses on financial and regulatory incentives — chiefly density bonuses — that make it economically feasible for developers to include affordable units.
