Special Projects Manager Steve Sexton told council the 30-day comment period produced no public comments and that staff received a funding update that morning. He said consultants recommended distributing the extra funding in a way that remained within HUD constraints — notably a 15% cap for public services and a 20% cap for administration — and that the consultant’s recommended allocation would raise Home Trust of Skagit’s land-acquisition award from $46,510 to $75,450 on a $100,000 ask.
Council discussed the distribution and confirmed a three-year time frame for Home Trust to use acquisition funds. Sexton and councilors noted the limits on services funding and said the new allocation still leaves unmet needs among nonprofits seeking HUD funds.
Council moved and seconded approval and passed the plan in open session. Staff will transmit the action plan to the county for final processing and proceed with awarded grants and contracts under the federal rules that govern CDBG funds.
