Appling County to seek extra DOT funds, use TIA discretionary money to finish 30-mile striping list

Appling County commissioners voted to submit an expanded list of roads to the Georgia Department of Transportation seeking additional funding under the county's 25 limit and to use TIA (Transportation Investment Act) discretionary funds to complete a 30-mile striping program.
The action covers a prioritized set of roads recommended to DOT, including Spring Branch Church Road (from State Route 4 past the church), MLK Drive, Cadillac Drive, Sumner Road, Honesville Road, Prentice Road and others identified by county staff. Commissioners also approved substituting Dean's Landing Road for Asbury Church Road on the striping list because Asbury is scheduled for resurfacing.
County staff told commissioners Honesville Road will require reclamation in places damaged by this season's freezing-and-thawing cycles, and that the additional DOT allocation should be included while related projects are underway. The board approved using a portion of the county's TIA discretionary funds so the full original 30-mile list can be completed; the manager reported the county's TIA discretionary balance is about $3.5 million.
Commissioners discussed safety as a driver for completing striping and other surface repairs. A staff member said DOT indicated it could fund roughly half of an earlier striping list; the county will use local discretionary dollars to fill the gap and prioritize segments flagged by residents and county road staff.
The motion to submit the list and use TIA discretionary funds was made during the meeting and was seconded; commissioners voiced support and the board approved the action.
The county will forward the revised list to DOT and proceed with funding and scheduling through the TIA program and DOT protocols. Staff said they would avoid duplicating imminent resurfacing projects, which led to the substitution decision.
