The Marblehead School Committee reopened debate on a proposed elementary recess policy at its May 15 meeting and agreed to continue work in a subcommittee before final approval.
Superintendent John Rabidoux submitted a redrafted policy that would require two scheduled recess periods for students in kindergarten through grade 5 and one scheduled afternoon recess for grade 6, stating that recess should not be withheld as punishment and should be supervised to encourage cooperative play. Committee members and members of the public urged further clarification on operational details, the relationship to existing collective bargaining language, and how DESE time‑on‑learning requirements would be met.
Public comment included parents and teacher‑union representatives who said the district’s earlier scheduling changes had been the result of a broader master‑schedule process and called for careful consideration of tradeoffs between recess time and instructional minutes. Speakers emphasized that recess routinely appears in teacher contracts and that teachers had previously participated in working groups on master schedules.
Committee members requested a short follow‑up cycle: the administration will refine the draft policy to clearly account for k–3 versus grades 4–6 scheduling, provide the related contractual language, and outline operational options (minutes, staffing, and adherence to DESE requirements) for the next subcommittee meeting. The committee did not vote on a final policy at the meeting.
