Finance committee hears sales-tax drop, staff warns layoffs and national trends dent consumer confidence

The City Council Finance Committee heard on May 15 that monthly sales-tax collections fell about 3.5% year over year, and staff warned that local layoffs and national economic uncertainty are reducing consumer spending.

Mister Francisco, presenting the monthly revenue report, said, “we were down about 3 and a half percent,” and told the committee he believes weaker consumer confidence in Norman is tied to layoffs at large employers and broader national conditions.

The decline matters because sales tax is a primary local revenue source for city services. Committee members and staff linked the drop to several factors discussed during the meeting: employer layoffs or hiring freezes at large public-sector employers, national economic forces that city staff described as potentially heading toward stagflation (simultaneous inflation and recession), and changes in retail patterns. Francisco said those local layoffs are not a short-term blip but could reflect a trend that will affect disposable income and sales-tax receipts going forward.
