The La Center City Council voted May 14 to authorize the mayor to negotiate a purchase-and-sale agreement for real property to support the city's park plan, with a not-to-exceed price of $675,000 or the appraised value, whichever is less.
City staff read a staff report into the record describing a parks capital planning need: the city currently has 23.5 acres of parks and identified a projected 2045 need of 34.9 acres. Staff recommended authorizing negotiations for a parcel whose purchase would not exceed the appraised value and asked the council to allow the mayor to negotiate and enter the purchase-and-sale agreement with a limit of $675,000.
In discussion, a council member asked staff to include clearer budget-source information in future staff reports so the public can see where funds are coming from and whether funds are restricted to parks. City staff agreed to add such funding-source notes to future staff reports and to note when an item had previously been discussed in executive session, to improve public understanding.
Councilmember (name not specified in the meeting record) moved to authorize the mayor to negotiate and enter into the purchase-and-sale agreement for an amount not to exceed $675,000; the motion was seconded and passed by voice vote.
City staff said additional information would be published publicly if negotiations become successful; the mayor said the city must limit disclosure during negotiations to prevent third parties from purchasing the property before an agreement is executed.
