Member Shea, who moved and spoke in favor, said the housing authority has pursued Hadley House restoration for a decade and that recent state legislation allowed the Department of Conservation and Recreation to sell the parcel; the authority now needs an appraisal to continue negotiations. The project previously received approximately $150,000 in CPC funding; the extension preserves that award while the parties complete the real-estate steps.
Member Denzard announced an abstention, saying his agency is facilitating the state-side real-estate transaction and he recused himself to avoid any appearance of conflict. Members noted the site is complicated by Article 97 protections tied to the land, which has lengthened the acquisition process.
The motion to extend the grant agreement carried with recorded yes votes and one abstention from the member who declared the conflict.
