The Troutdale Planning Commission on Wednesday opened a public hearing on a conditional-use permit for “Yuri’s Child Care,” a proposed child-care facility at 1905 Southwest 257, and agreed to continue the matter to July 9 so the applicant can submit outstanding materials.
The continuance was requested by the applicant after staff said the property, a former single-family residence that was previously converted to commercial use, had multiple zoning and documentation complexities. "The applicant has signed the 120-day extension ... and asked to continue the public hearing until July 9 when they will have all their documents to us and we will be able to have a full staff report," a city staff member said.
The site sits on a small parcel now zoned high-density residential. Staff explained that because the property’s use previously converted to a commercial office and later sat vacant for more than a year, it must now meet current base-zone standards; single-family residential use would not be allowed in the current zone without a qualifying multifamily use. That history leaves conditional child-care use as the only viable path forward under the present zoning, staff said.
Commissioners asked for clarification about the zoning history and the tract’s relationship to nearby developments such as Cherry Park East apartments. Staff said the parcel’s past conversion to commercial use and later zoning changes complicate grandfathering rules and that the staff report will carefully document the timeline.
The commission recorded the continuance date as July 9 for case file LU00052025. No final decision on the conditional-use permit was made at the meeting; staff will prepare a full report for the continued hearing.
The commission also noted that Multnomah County Transportation has requested materials needed to complete its review and that staff and county reviewers are still awaiting those submittals from the applicant.
Staff and commissioners emphasized that the continuance is intended to ensure a complete administrative record and allow public testimony to address the applicable criteria once the staff report is complete.
The commission closed the public hearing on the item for the night and scheduled the continued hearing for July 9.
