Staff warns of pending state bills that could affect transportation funding and local micromobility rules

Whit Blanton said House Bill 5501 remained under consideration and could significantly reduce transportation revenues if enacted by redirecting documentary stamp tax revenues currently used for transportation programs — including New Starts transit dollars and the Transportation Regional Incentive Program — into the state general fund. "The loss of that would be a significant loss to transportation revenues," Blanton said.
Blanton reported that Senate Bill 462 passed and includes changes to micromobility definitions and allows local governments to adopt minimum age requirements for e-bike operators and to provide micro-mobility safety training. The bill also adds reduced traffic congestion as a core MPO strategy and requires FDOT to convene trainings and to include several performance measures in long-range plans and TIPs.
Staff also noted other bills and items of interest, such as Live Local Act amendments, rural community provisions, and a speaker-appointed select committee on property taxes that could propose ballot measures affecting homestead exemptions and tax referendum requirements for special districts. Staff advised the board to monitor pending bills through the end of session and said they would provide updates as action develops.
