The commissioners said the first executive session was to discuss a personnel matter described under Massachusetts law as matters concerning reputation, character or discipline of an individual. The second was described as strategy for collective bargaining with AFSCME Council 93, local 2417, covering maintenance, engineering and registry units. The third was described as litigation strategy that the board said could be harmed by public discussion.
Commission staff noted that the county’s general counsel and labor consultants would participate in the executive sessions. No substantive details from the closed sessions were released on the public record when the board returned to open session.
The commission returned to open session later the same meeting and resumed the published agenda.
