Citizens Bond Oversight Committee reports progress on Measure A and M; committee praises completed school projects

Paul Annis, presiding member of the Citizens Bond Oversight Committee, presented the committee's quarterly update Tuesday on Measure A and Measure M expenditures and projects.

Annis told the board Measure M (a bond voters approved in November 2016) and Measure A (a larger bond approved in February 2006) have been spent consistent with voter direction: safety, repair and replacement work and school reconstruction at sites identified in the bond language. "We've used the Measure M money to rebuild Fremont Elementary School and Alisal Community School," Annis said.

Accomplishments and work under way: Annis listed completed and ongoing projects including phase-construction work at Fremont (completed phases and planned demolition/office replacement), Alisal two-story construction, removal of table pockets in multipurpose rooms, major concrete and asphalt repairs, exterior painting, rain-gutter and siding repairs, Kinder paving projects and new parking areas at selected sites.

Oversight and transparency: Annis said the committee receives a printout of every bond expenditure each quarter and can ask staff or the district bond manager (identified in the meeting materials) for back-up documentation. He thanked district staff, calling out Mr. Abbasi and Marcel Gonzales for their support of the committee's work.
