The Socorro City Council on May 15 approved a series of master-plan resubmissions, replats and preliminary plats for East Wind Hills and Horizon Park developments, clearing the way for additional industrial and residential construction and for new roadway right-of-way dedications.
City staff summarized several related actions: approval of a master plan resubmission for East Wind Hills (a 66-acre property zoned ICMUD) to add a future roadway connection and right-of-way; approval of a replat for East Wind Hills Unit 1 (24.16-acre Lot 3, Block 2) tied to the master-plan change; and approval of master-plan resubmission and preliminary plat actions for Horizon Park Unit 1 and Unit 3, covering additional residential acreage and adjustments to irrigation and drainage conduits.
Representatives for the developers (CEA Group and Bolling Brothers Development Company, LLC) were present. Jorge Scarate of CEA Group told council that irrigation conduit relocation work had been coordinated with the Lower Valley Water District and El Paso County Water Improvement District to preserve irrigation supply for agricultural neighbors; he said the irrigation conduit work was already under construction. Staff noted Planning & Zoning Commission unanimous or near-unanimous recommendations for approval for the related items.
Council approved the East Wind Hills master-plan resubmission and replat, Horizon Park master-plan resubmission, Horizon Park Unit 3 preliminary plat, and related items without recorded opposition in the meeting transcript. Staff said engineering, soil analysis and stormwater drainage plans remain required prior to final platting where applicable.
The approvals modify master plans and plats to accommodate industrial logistics parcels in East Wind Hills and additional residential units and road connections in the Horizon Park area; staff flagged ongoing coordination with irrigation districts and the need to design and extend new connections in concert with future development.
