Committee reviews letting list; Old State Road 25 bridge on schedule for late‑2025 letting, construction early 2026

Carroll County staff updated the Administrative and Technical Transportation Committee on the county letting list, project schedule changes and recent state legislative activity that could affect funding. Of note, staff reported the Old State Road 25 bridge project is scheduled for letting on Dec. 10, 2025, with construction likely to begin in February or March 2026; final contract documents are expected to be submitted in late July.
The committee discussed several project schedule changes and bid results. Staff noted some projects were advanced or pulled from earlier lists, some were delayed into 2030–2032, and several long-duration closures (for example on Route 29) will extend into the summer. Staff also reported a low bid for a project was substantially under the engineer’s estimate ($10,000,000 bid vs. $16,000,000 estimate, as shown in committee materials).
Committee members expressed concern about late notice for short-duration closures and asked staff to coordinate with schools and dispatch to provide earlier alerts. Staff said they had asked project owners to provide earlier notices. Members also asked about scope overlap for nearby projects such as Little Fork/Wildcat Creek; staff said they would investigate why related work appeared again in this year’s listings.
The committee discussed recent state House bills that adjust funding for crossings and other programs; staff said the future funding picture is uncertain but noted that for the CCMG program there is a positive change in the local match requirement (stated in the meeting as moving from 75 to 25). No formal votes or new funding commitments were recorded at the meeting.
Staff provided a project schedule update for the Old State Road 25 bridge, including coordination plans: local temporary traffic management (TMP) virtual coordination meetings will be scheduled and posted; staff said they had contacted the project team after recent storms about downed trees in the work area and that cleanup could add one to two weeks to preparatory work. Committee members were told the letting process moves the project into contractor bidding and that final coordination materials will be shared with the group in advance of letting.
