The St. John Town Council opened a public hearing and approved, on first reading, Ordinance 18-67 on May 14 to annex an approximately 80-acre property into the town.
Billy (town manager) explained the ordinance concerns annexation of an 80-acre property located between the Monan and Norfolk Southern railroad tracks, specifically between Goliad and 109th Street. The petitioner has requested a planned unit development with a default zoning of C-2, which town staff said aligns with zoning immediately south of the proposed annexation area.
Attorney Joe confirmed proofs of publication were tendered and in order. The council opened the floor for public comment; one speaker identified as a home-builder representative asked whether public packets with details could be posted online and confirmed the physical address of the property as 10122 Parrish (Parish) Avenue. The administration said packets are available and can be provided by email.
A councilmember moved to consider and approve Ordinance 18-67 on first reading; another member seconded. The council noted state law requires two readings before final adoption. The motion to accept the ordinance on first reading carried 4 to 1.
No final zoning determination was adopted at second reading during this session; the council took action only to move the annexation through the first-reading stage as required by statute. Additional hearings, packet distribution and subsequent readings remain part of the process before final adoption.
