On May 12 the Panama City Planning Board voted 5-0 to approve a final plat for a 25-lot subdivision on Shoreline Circle that will be limited to detached single-family homes.
Staff told the board the city commission previously approved a development agreement for the project and that the development order was issued on Sept. 18, 2024. Per that development agreement, staff recommended adding a note on the plat’s title page restricting the property to detached single-family homes and prohibiting duplexes, triplexes and quadplexes. Staff’s recommended conditions also included providing a financial guarantee equal to 10% of the total cost of remaining sidewalks and a maintenance bond or cash escrow equal to 10% of the cost of improvements to cover potential defects.
William Thompson, who identified himself at the podium and said he had been sworn, answered board questions about the plat and confirmed he was the project engineer. Another representative in the record was identified as Scott, who staff said was the active representative and engineer.
A board member making the motion to approve asked that the approval be explicitly tied to the language staff member Savannah added; the maker moved to approve with the conditions and language, and the board approved 5-0.
The approval advances the subdivision to recording and infrastructure construction phases once the financial guarantees and remaining TRC comments are addressed.
