The Panama City Planning Board voted 5-0 on May 12 to approve the final plat for Liberty Phase 10, part of the Liberty PUD, a master-planned development the board said was originally approved in 2019.
Staff described the Liberty master plan as a 943-acre PUD that will be developed in multiple phases over the next decade. The final plat before the board covers Phase 10; staff said the applicant (Sean Kelly) and the owner (identified in the record as Doctor Horton) have obtained technical review committee (TRC) approval and will provide a performance guarantee as required.
A city representative explained that the developer must secure TRC sign-off and submit a performance bond before finalization. "TRC, just for the audience, is the Technical Review Committee," staff said during the presentation. The applicant confirmed TRC approval and said he will submit the performance guarantee.
No members of the public addressed the board. The board moved to approve the final plat; the motion passed 5-0.
The vote clears Phase 10 to proceed toward final recording and construction permitting, subject to TRC conditions and the required performance guarantee.
