Revised fund balance leaves room for IAVMP update; committee notes potential boat-launch costs

The Barnes Lake Management District steering committee reviewed a revised budget update from city finance staff that raised the district’s beginning fund balance and left funding available for an IAVMP update this year.
Committee members said the city amended the district’s starting fund balance from about $58,000 to $80,140 after accounting for items that had not previously been included in the packet. With the fluridone contract and other planned work, the revised budget leaves a projected year-end fund balance of roughly $15,786 under current estimates; committee staff cautioned that final numbers depend on actual contractor invoices and any permitting or mitigation costs that might arise.
The committee confirmed there is budgeted money to run an Integrated Aquatic Vegetation Management Plan (IAVMP) update this year; staff said the IAVMP is typically updated about every 10 years and the committee will issue an RFQ (request for qualifications) and hire a consultant to perform the update. Staff estimated the IAVMP budget at about $15,000 as a planning projection, subject to bids received in the RFQ process.
Members discussed that boat-launch permitting and potential mitigation could draw on the fund balance depending on the permitting outcome; staff said they will keep the committee informed if mitigation or delineation work will change the budget outlook.
City staff asked committee members to review the RFQ and planned consultant interview committee once the draft is available; staff said the committee will route the RFQ and procurement documents for committee review before selecting a consultant.
